The Ministry of Human Resources and Social Security recently designated CARS as one of the 20 state-level bases/platforms for further education of professional and technical practitioners.

CARS is the only entity in the transportation sector recommended by the party unit of the Ministry of Railway and approved by the experts review panel. The Ministry of Human Resources and Social Security is the central body for the authorization of such platforms, and provides funding to each platform through the central fiscal department of China. Each platform is required to actively perform training and fostering tasks designated by the State Program for the Knowledge Upgrading of Professional and Technical Talents, and provide training to at least 2,000 high-level, urgent, and key professional and technical talents ever year. In addition, the platform shall also organize senior-level workshops for the respective region and industry, execute training programs for urgently needed talents, on-the-job training programs and other talents training programs for the region and industry, while providing teaching platforms and training resources as well.
